According to Nikiforov, analog television will be turned off simultaneously with the end of subsidies. Several Russian subjects may leave it in connection with their "regional interests".

Three multi-complexes

From 2018, digital television in the Russian Federation will include three multi-complexes. The first, which will include "Russia-1", "Russia 24", NTV, "Russia-Culture", TVC, OTR, "Karusel", "Channel 5" and Channel One, will be free.
The second will include REN TV, STS, Domashny, TV3, Mir, TNT, MuzTV, Spas and Zvezda. These channels will not be required for free distribution.

The third multi-complex in each region will be formed separately. From an economic point of view, Nikiforov considers its creation inappropriate. According to the minister, the second multicoplex, which is being implemented at the expense of broadcasters, now has problems.

“The second multiplex and the third are not provided with budget funds in any way and are implemented at the expense of the broadcasters themselves. What is the reason

As part of the planned transition from analogue terrestrial television broadcasting to digital in Russia, at least two digital multiplexes were to be created. Multiplex - a package of channels that spreads at one frequency. If today the majority signal terrestrial channels is available only in cities with a population of 100 thousand people (viewers of small cities watch these channels thanks to local cable networks and satellite operators), then the digital multiplex should be available throughout almost the entire country.

Initially, it was assumed that analogue television broadcasting would be completely disabled in Russia in 2015, now they are talking about 2019.

For the first multiplex, the infrastructure was built with government money. This multiplex includes all all-Russian compulsory public television channels, determined by the presidential decree of June 24, 2009. Now these are Channel One, Russia 1, Russia K, Russia 24, NTV, Channel Five, Karusel, Russian Public Television and TV Center. In addition, the first multiplex includes sports channel Match TV, which will replace Russia 2 in November.

The infrastructure of the second multiplex has not yet been completed. The second multiplex is commercial. The construction of its infrastructure is paid for by the broadcasters themselves, who were selected for the multiplex in the competition. These are REN TV, Spas, STS, Domashny, TV-3, Zvezda, Mir, TNT and Muz TV. Now the second multiplex also includes the Sport Plus channel, on the basis of which the already mentioned Match TV is being created. Roskomnadzor has already announced a competition for a place that will become vacant after the reorganization of Sport Plus.

Last July, the State Duma adopted, approved by the Federation Council and signed by President Putin amendments to the laws "On Mass Media" and "On Communications", which expanded the concept of "compulsory public channel." Now these are not only the first ten broadcasters, determined by the presidential decree, but also all the participants of digital multiplexes. Cable and satellite operators are required to distribute all mandatory public channels on their networks free of charge. Now providers have to broadcast 20 channels for free. In addition, the law obliges to allocate the first twenty positions (buttons) for these obligatory public channels in their networks.

Thus, broadcasters from the second multiplex achieved free distribution in cable networks and via satellite, but at the same time most of them boycott the construction of the infrastructure of the multiplex itself.


Problem area

In 2013, all participants in the second multiplex entered into ten-year agreements with the Federal State Unitary Enterprise Russian Television and Radio Broadcasting Network (RTRS), under which they pledged to finance the construction of infrastructure annually. As indicated in the reporting of CTC Media, this year for the digital distribution of its CTC and Domashny channels in cities with a population of more than 50 thousand people, the company must pay about $ 4.2 million, the amount for the next year, in accordance with the agreement, will be defined in October. For the construction of digital infrastructure in cities with a population of less than 50 thousand people "CTC Media" in 2015-2018 should allocate 1.4 billion rubles. (about $ 25.6 million at the exchange rate as of June 30).

But STS Media is the only company that regularly pays RTRS for the participation of its channels in the second multiplex, all other broadcasters have accumulated debts to the Federal State Unitary Enterprise, the heads of the TV channels unofficially admit. Accounts receivable of buyers and customers to RTRS in 2014 more than doubled, to 2.6 billion rubles, according to the FSUE financial statements. But RTRS is in no hurry to collect debts from the participants of the second multiplex: not a single claim against broadcasters has been registered in the database of arbitration courts.

" The Ministry of Telecom and Mass Communications, which oversees RTRS, does not have information about the debt of broadcasters to the Federal State Unitary Enterprise, followed from the answer of the Deputy Minister of Communications Alexei Volin to the request of RBC. The broadcasters themselves also declined to comment on their debt to RTRS.
