The unified federal interdepartmental system for accounting for the contingent of students in basic educational programs and additional general education programs (GIS "Contingent") is being developed in accordance with the action plan ("road map") approved by the order of the Government of the Russian Federation dated February 14, 2015 No. 236-r.

The fundamental document for the implementation of the system in the regions of the Russian Federation is the Decree of the Government of the Russian Federation dated October 25, 2014 No. 2125-r.

All the millennia that have passed since that time, people used names. And now, instead of a name, a person is assigned a number. How and why this is done leaves no doubt about the sinfulness and the theomachic nature of this work. Therefore, it is not necessary to participate in this matter, but to the extent possible, resist it.

If the assignment of a number to a person is an atheistic, sinful matter, then the acceptance and use of a number by a person is a no less atheistic and sinful matter!

An appeal against the forced appropriation of SNILS can be written by every citizen.

Sadly, Russia is still trying to implement projects related to building a global information society, in which sovereign states are destroyed, and a person is likened to a commodity. However, it is still not too late to speak out against this godless cause. The Lord is not yet completely angry.

The scheme is simple: when a child is placed in a kindergarten or school, parents provide basic personal data - full name, citizenship, registration address, SNILS. Later, when the child begins to go to school, data on his progress enters the system. It comes through " electronic diary", which can only be entered by the SNILS number. The database is also updated with information about the child's health and hobbies.

The public was alerted that access to the systematized data of the child was forbidden to them. The administration of educational institutions and officials of the Ministry of Education have it. But since no one asked the parents' opinions, the bill was successfully adopted in three readings and by the Federation Council.

The president also doubted the thoroughness of the decision taken by the parliament. He expressed confidence that this law should establish a list of specific information contained in the federal and regional systems, as well as determine the persons who will have access to such information, and their responsibility. The Kremlin explained that by rejecting the law, Putin took into account the public concern that had arisen and considered it necessary to finalize the law in order to protecting the interests of parents and children.

Besides, "Contingent" contradicts Articles 23 and 24 of the Constitution.

The creation of the system, according to the Ministry of Education of the Russian Federation, is aimed at the good: to establish the required number of places in kindergartens and schools, to issue grants to gifted children. The RVS activist, in turn, believes that the "Contingent" infringes on the rights of lagging behind students.

According to the expert, one of the reasons for what happened is the change of leadership in the Ministry of Education and Science in the midst of the project. This led to the fact that priorities began to change in the department, the approach to organizing a digital educational platform, the use of digital technologies in education, more intensive work began with the presidential administration. “So it was expected and logical that adjustments to the very ideology of the Contingent system would be required,” Alan Salbiev believes. But the departments failed to agree on the changed positions in time, as a result, the president rejected the law.

In addition, public hearings were not held in full on the “Contingent”, notes Alan Salbiev. As a result, many public figures do not have full information, which hinders the balance of judgments.

The expert predicts that in the very near future the necessary adjustments will be made to the law and the Contingent system may be fully implemented by the spring of 2017.

In addition, the winner will have to develop prototypes of services for the interaction of the federal segment with the systems of the Federal Tax Service, the Federal Migration Service, the Pension Fund, the Ministry of Labor, the Ministry of Health and Rosobrnadzor, as well as test the interaction of the system with the higher education segment.

The key issues that were solved by the specialists of BARS Group and Netrika (acted as subcontractors) were integration with various departmental data sources, interaction of the federal segment of the system with previously developed regional segments. Prototypes of services for the interaction of the federal segment with the systems of the Federal Tax Service, the Federal Migration Service, the Pension Fund, the Ministry of Labor, the Ministry of Health and Rosobrnadzor have been developed, and the interaction of the system with the higher education segment has also been tested. Much attention was paid to the performance of the system, which processes large amounts of data on a daily basis, ease of use, design and ergonomics of the interfaces of the portal of the federal segment of the IS Contingent, which will be used by employees of several Russian departments.

Problems solved by the system

The creation of the federal system, officials hope, will solve "a number of urgent problems in the development of general, professional and additional education", in particular, it will lead to "improving the quality and efficiency of managerial decision-making through the organization of effective interdepartmental electronic information exchange."

Secondly, the qualitative compliance of the actual volume of work performed, in the operation of production areas directly used in the process of providing educational services with a practical orientation of training, as well as the requirements for integrating the resources of partner organizations in priority areas of sectoral, intersectoral and regional development in the implementation of network educational programs.

e) The workload of study areas is defined as the ratio of the sum of the total number of hours of theoretical training, during which the classrooms are used, and the total number of hours of practical training, during which the workshops and laboratories are involved, to the training area available to the educational organization, (h/m 2).

a) Indices of provision of practice-oriented learning:

The index of provision of practice-oriented training in the implementation of basic educational programs (BEP) of SVE and vocational training (I pract. BEP) is calculated as the ratio of the number of hours of practical training, during which workshops and laboratories are involved in the implementation of BEP of SVE and vocational training, to the sum of the number of hours of theoretical training , during which classrooms are involved for the implementation of BEP SVE and professional training and the number of hours of practical training, during which workshops and laboratories are involved for the implementation of BEP SVE and professional training;

The index of provision of practice-oriented training in the implementation of short-term programs of vocational training and additional education (I prakt.kr. / pr.), is calculated as the ratio of the number of hours of practical training, during which workshops and laboratories are involved in short-term programs of vocational training and additional education, to the sum of the number of hours theoretical training, during which classrooms are involved, for short-term programs of vocational training and additional education and the number of hours of practical training, during which workshops and laboratories are involved for short-term programs of vocational training and additional education.

b) Networking Indices:

The theoretical learning networking index is calculated as the ratio of the number of hours of theoretical learning, during which classrooms are involved in the implementation of networking programs, to the total number of hours of theoretical learning;

The practical learning networking index is calculated as the ratio of the number of hours of practical learning, during which workshops and laboratories are involved in the implementation of networking programs, to the total number of hours of practical learning.


III. Financial resources

The financial resources of an educational organization are a combination of state subsidies and attracted capital, which are used to form assets and carry out educational activities. In turn, the analysis of the effectiveness of the financial resources of an educational organization should be considered:

Firstly, from the point of view of the investment activity of an educational organization and thereby creating conditions for increasing financial and economic independence;

Secondly, from the point of view of the efficiency of spending money.

The structure of indicators for the analysis of financial resources is presented in Table 3.

3. In the context of the strategic goals, the indicator of the share of extrabudgetary funds in the total amount of funding, at the end of 2014 - should be 5%, at the end of 2020 - 30%. A comparative analysis of the actual value of the share of non-budgetary funds in the total amount of funding with its optimally acceptable target value, in conjunction with the results obtained above the indicated indicators of financial resources, will determine the potential for financial sustainability of an educational organization and form an appropriate long-term financial policy.
